About the Role

BEC Arabia is seeking a highly organized and detail-oriented Procurement Officer to join our dynamic team in Riyadh. As a key member of the Procurement Department, you will be responsible for ensuring the timely and cost-effective acquisition of materials, equipment, and services essential to the success of our construction and infrastructure projects. Working closely with project managers, engineers, and suppliers, you will play a critical role in maintaining the supply chain efficiency and quality standards that BEC Arabia is known for.

Key Responsibilities

  • Develop and implement procurement strategies that align with project requirements and organizational goals.
  • Source and evaluate suppliers, vendors, and subcontractors to ensure quality, cost-effectiveness, and compliance with project specifications.
  • Negotiate contracts and terms with suppliers to secure favorable pricing and delivery schedules.
  • Monitor and manage procurement budgets, ensuring cost control and adherence to financial targets.
  • Coordinate with project teams to identify material and equipment needs, ensuring timely delivery to construction sites.
  • Maintain and update procurement records, including purchase orders, contracts, and supplier performance evaluations.
  • Ensure compliance with Saudi regulations, including Saudi Labor Law, GOSI, and relevant industry standards.
  • Collaborate with QA/QC teams to verify the quality and specifications of procured items.
  • Utilize procurement software and tools to streamline processes and improve efficiency.
  • Prepare and present regular procurement reports to senior management, highlighting key metrics and areas for improvement.
  • Resolve disputes with suppliers or vendors in a timely and professional manner.
  • Stay updated on market trends, pricing, and new suppliers to maintain a competitive edge.

Required Qualifications

  • Bachelor’s degree in Supply Chain Management, Business Administration, or a related field.
  • Minimum of 5 years of experience in procurement, preferably in the construction or engineering industry.
  • Proficiency in procurement software such as SAP, Oracle Procurement Cloud, or similar tools.
  • Strong knowledge of Saudi Labor Law, GOSI, and compliance requirements for procurement activities.
  • Demonstrated experience in contract negotiation and vendor management.
  • Excellent communication and interpersonal skills.
  • Strong analytical and problem-solving abilities.
  • Proficiency in Microsoft Office Suite, particularly Excel.

Preferred Qualifications

  • Certification in Certified Procurement Professional (CPP) or Certified Supply Chain Professional (CSCP).
  • Experience working on Saudi Vision 2030 mega-projects or similar large-scale construction initiatives.
  • Knowledge of green procurement practices and sustainability standards such as LEED or Mostadam.
  • Familiarity with BIM-integrated procurement processes.
  • Advanced degree such as an MBA in Supply Chain Management.

Working Conditions

  • Office-based role located in Riyadh, with occasional visits to construction sites as required.
  • Standard working hours with potential for extended hours during critical project phases.
  • Collaborative work environment with a focus on safety and compliance.
  • Exposure to a fast-paced, deadline-driven industry.
