About the Role
BEC Arabia is looking for an experienced Senior Procurement Officer to join our Procurement team in Riyadh. This role is pivotal in supporting the successful delivery of our diverse portfolio of mega-projects, including commercial buildings, industrial facilities, and infrastructure developments. As a Senior Procurement Officer, you will play a key role in managing the procurement lifecycle, ensuring alignment with project timelines, budgets, and compliance requirements.
Working closely with project managers, engineers, and suppliers, you will lead procurement strategies that optimize costs while maintaining the highest quality standards. This position offers the opportunity to work on some of Saudi Arabia's most iconic projects, contributing directly to the Kingdom's Vision 2030 goals. Key Responsibilities
- Develop and implement procurement strategies aligned with project requirements and organizational goals.
- Manage the end-to-end procurement process, including vendor selection, contract negotiation, and purchase order issuance.
- Ensure compliance with Saudi Labor Law, GOSI requirements, and other regulatory standards.
- Evaluate and approve supplier bids, ensuring cost-effectiveness and adherence to quality standards.
- Monitor supplier performance, addressing any issues related to delivery timelines, quality, or contractual obligations.
- Collaborate with project teams to forecast material and equipment needs, ensuring timely procurement.
- Negotiate contracts with suppliers to secure favorable terms and conditions.
- Maintain accurate procurement records, including purchase orders, invoices, and supplier agreements.
- Identify and mitigate risks in the supply chain, ensuring uninterrupted project execution.
- Stay updated on market trends, pricing, and new suppliers to enhance procurement efficiency.
- Support Saudization efforts by identifying and engaging local suppliers where feasible.
- Lead and mentor junior procurement staff, fostering a culture of excellence and continuous improvement.
Required Qualifications
- Bachelor’s degree in Supply Chain Management, Business Administration, or a related field.
- Minimum of 8 years of experience in procurement, preferably in the construction or engineering industry.
- Proficiency in ERP systems (e.g., SAP, Oracle) and procurement tools.
- Strong knowledge of Saudi Labor Law, GOSI, and compliance standards.
- Demonstrated experience in vendor management and contract negotiation.
- Familiarity with Saudi Building Code (SBC) and ARAMCO standards.
- Fluency in English (written and spoken); Arabic proficiency is a plus.
Preferred Qualifications
- Master’s degree in Supply Chain Management or a related discipline.
- Professional certifications such as CIPS (Chartered Institute of Procurement & Supply) or CSCP (Certified Supply Chain Professional).
- Experience working on Saudi Vision 2030 giga-projects.
- Knowledge of green procurement practices and sustainability standards.
- Familiarity with BIM-based procurement workflows.
Working Conditions
- Office-based role in Riyadh with occasional site visits to project locations.
- Standard working hours with flexibility for project demands.
- Travel within the GCC region may be required for supplier engagement.
