About the Role
BEC Arabia is seeking an experienced Health & Safety - Senior Project Manager to join our Quality & Safety department in Riyadh. This role is integral to ensuring the highest standards of health, safety, and environmental compliance across our diverse portfolio of mega-projects, including commercial buildings, industrial facilities, and government infrastructure. As a senior leader, you will oversee safety strategies, manage compliance with Saudi regulations, and drive a culture of safety excellence across multi-disciplinary teams.
You will work closely with project managers, engineers, and site teams to implement proactive safety measures, conduct risk assessments, and ensure adherence to international and local safety standards such as ISO 45001 and the Saudi Building Code (SBC). Key Responsibilities
- Lead the development and implementation of comprehensive health and safety management systems across multiple projects.
- Ensure compliance with Saudi labor laws, the Saudi Building Code (SBC), and ISO 45001 standards.
- Conduct regular safety audits, inspections, and risk assessments to identify and mitigate potential hazards.
- Develop and deliver safety training programs for employees, contractors, and stakeholders.
- Monitor and report on safety performance metrics, ensuring continuous improvement.
- Coordinate with project managers to integrate safety protocols into project planning and execution.
- Investigate incidents and near-misses, identifying root causes and implementing corrective actions.
- Collaborate with regulatory authorities and clients to ensure compliance with all safety requirements.
- Prepare and submit detailed safety reports to senior management and clients.
- Promote a culture of safety awareness and accountability across all levels of the organization.
- Advise on the procurement of safety equipment and ensure its proper use on-site.
Required Qualifications
- Bachelor of Science in Occupational Health & Safety, Civil Engineering, or a related field.
- Minimum of 10 years of experience in health and safety management within the construction or infrastructure sectors.
- Professional certifications such as NEBOSH International General Certificate, IOSH Managing Safely, or equivalent.
- In-depth knowledge of ISO 45001, Saudi Building Code (SBC), and other relevant safety standards.
- Registration with the Saudi Council of Engineers (SCE).
- Proven experience in conducting risk assessments, safety audits, and incident investigations.
- Proficiency in safety management software and tools.
- Strong understanding of Saudi labor laws and GOSI requirements.
Preferred Qualifications
- Master’s degree in Occupational Health & Safety, Environmental Engineering, or a related discipline.
- Additional certifications such as OSHA 30-Hour Construction, LEED AP, or Mostadam.
- Experience working on Saudi Vision 2030 giga-projects or similar large-scale developments.
- Familiarity with BIM and digital construction tools for safety planning.
- Knowledge of ARAMCO Approved Vendor safety standards.
Working Conditions
- Based in Riyadh, with frequent visits to construction sites.
- Combination of office and fieldwork, requiring the use of personal protective equipment (PPE) on-site.
- Exposure to varying weather conditions typical of the region.
- Occasional travel to other project locations within Saudi Arabia.
- Standard working hours with potential for extended hours during critical project phases.
