About the Role

BEC Arabia is seeking a highly skilled Health & Safety - Project Manager to join our Quality & Safety team in Makkah. This pivotal role is integral to ensuring the highest standards of safety and compliance across our large-scale construction and infrastructure projects. As a key leader, you will oversee the development, implementation, and monitoring of health and safety protocols, ensuring alignment with Saudi Building Code (SBC), OSHA, NEBOSH, and ISO 45001 standards.

You will collaborate closely with project managers, engineers, and site teams to foster a safety-first culture while driving compliance with regulatory requirements. Your expertise will directly impact the success of BEC Arabia’s projects, including government mega-projects and private sector developments, contributing to the realization of Saudi Vision 2030. Key Responsibilities

  • Lead the development and implementation of comprehensive health and safety plans for construction and infrastructure projects.
  • Ensure compliance with Saudi Building Code (SBC), OSHA, NEBOSH, ISO 45001, and other relevant safety standards.
  • Conduct regular safety audits, inspections, and risk assessments to identify and mitigate potential hazards.
  • Develop and deliver safety training programs for employees, contractors, and site personnel.
  • Monitor and report on safety performance metrics, ensuring continuous improvement.
  • Coordinate with project managers and site supervisors to integrate safety measures into project workflows.
  • Investigate incidents and near-misses, identifying root causes and implementing corrective actions.
  • Prepare and submit detailed safety reports to senior management and regulatory authorities.
  • Collaborate with clients, consultants, and regulatory bodies to ensure alignment on safety objectives.
  • Promote a culture of safety awareness and accountability across all project teams.
  • Manage the procurement and maintenance of personal protective equipment (PPE) and other safety resources.
  • Stay updated on emerging safety regulations, technologies, and best practices in the construction industry.

Required Qualifications

  • Bachelor’s degree in Occupational Health & Safety, Civil Engineering, or a related field.
  • Minimum of 8 years of experience in health and safety management within the construction or infrastructure industry.
  • Professional certifications such as NEBOSH International General Certificate, OSHA 30-Hour Construction, or equivalent.
  • Familiarity with ISO 45001, ISO 14001, and ISO 9001 standards.
  • Registration with the Saudi Council of Engineers (SCE).
  • Strong knowledge of Saudi Building Code (SBC) and other local regulations.
  • Proficiency in safety management software and tools.
  • Demonstrated experience leading safety initiatives on large-scale construction projects.

Preferred Qualifications

  • Master’s degree in Occupational Health & Safety, Construction Management, or a related discipline.
  • Certification in Project Management Professional (PMP) or equivalent.
  • Experience with Saudi Vision 2030 giga-projects or government infrastructure initiatives.
  • Expertise in advanced risk assessment methodologies and tools.
  • Knowledge of green building standards such as LEED or Mostadam.

Working Conditions

  • Based in Makkah, with frequent visits to construction sites.
  • Combination of office and fieldwork, requiring the use of personal protective equipment (PPE).
  • Exposure to outdoor environments, including high temperatures and construction site conditions.
  • Standard working hours with occasional extended hours to meet project deadlines.
  • Regional travel may be required to oversee multiple project sites.
