About the Role
BEC Arabia is seeking Senior Civil Engineers specializing in Quantity Surveying (QS) to join our Construction team in Makkah. As a key member of our project delivery team, you will play a pivotal role in managing cost estimation, contract administration, and financial oversight for large-scale infrastructure and construction projects. Working closely with multidisciplinary teams, you will ensure that projects are delivered on time, within budget, and to the highest quality standards.

Key Responsibilities
- Lead the preparation of detailed cost estimates and bills of quantities (BOQ) for large-scale construction projects.
- Manage contract administration, including reviewing tender documents, assessing variations, and preparing claims.
- Coordinate with project managers, architects, and engineers to ensure accurate cost forecasting and budget control.
- Monitor project expenditures and provide regular financial reports to stakeholders.
- Ensure compliance with Saudi Building Code (SBC), ARAMCO standards, and other regulatory requirements.
- Develop value engineering solutions to optimize project costs while maintaining quality and functionality.
- Conduct risk assessments related to cost and contract management, proposing mitigation strategies.
- Oversee subcontractor and supplier agreements, ensuring alignment with project specifications and budgets.
- Utilize advanced software tools such as Primavera P6, AutoCAD Civil 3D, and BIM platforms for cost analysis and project planning.
- Support the implementation of sustainability practices, including Mostadam and LEED standards, in project execution.
- Mentor junior QS team members, fostering a culture of continuous learning and professional development.
Required Qualifications
- Bachelor of Science in Civil Engineering or a related field.
- Minimum of 8 years of experience in quantity surveying and civil engineering roles, with at least 3 years in a senior capacity.
- Saudi Council of Engineers (SCE) registration is mandatory.
- Proficiency in Primavera P6, AutoCAD Civil 3D, and BIM tools.
- Strong knowledge of Saudi Building Code (SBC) and ARAMCO standards.
- Experience with contract management and cost control in large-scale construction projects.
- Familiarity with OSHA, ISO 45001, and ISO 9001 standards.
Preferred Qualifications
- Master's degree in Civil Engineering, Construction Management, or a related field.
- Certification in MRICS, PMP, or Certified Cost Professional (CCP).
- Experience working on Saudi Vision 2030 giga-projects.
- Expertise in green building standards such as Mostadam, LEED, or Estidama.
- Proficiency in advanced cost analysis tools and techniques.
Working Conditions
- Based in Makkah, with occasional travel to project sites across the GCC region.
- Combination of office-based work and on-site inspections at active construction sites.
- Use of personal protective equipment (PPE) is mandatory during site visits.
- Exposure to hot and arid climate conditions typical of Saudi Arabia.
- Standard workweek with potential for extended hours during project milestones.
